List the available restrictions that can be enabled on a profile. Each entry contains only its PK, display name, and description; rule definitions and internal availability fields are not exposed. An empty array means no restrictions are currently available. This catalog is separate from Profile Options, including the block_attacks option. Requires a bearer API token with read access.
