Bug fix? Changing multiple rules simulteneously from "all block" to "all allow" or vice versa causes comments to be erased

If I select multiple block rules and change them all to allow rules in one action, the comments for all of these rules are deleted.
While arguably not a bug because there's a blank comment field in the dialog box, this isn't expected behavior, so there should either be a warning that comments will be erased or a way to ignore the comment field for batch actions.
