[ISSUE] - Country redirected rule overrides any block rules and filters

Hi, I have just found out that if site or subsite is blocked one of your filters or by custom rule for example on subdomain because of adds and I will create new redirect rule for a domain via one of the countries on the list it will override any blocks for the domain and subdomains.

Example:
- Controld filters blocking adsextra.radio.com
- I will create custom block rule on ads.radio.com
- I will create custom Country redirect rule for radio.com to one country

after this redirect rule override my custom block rule and existing controld block rule and bypass it. so ads/telemetry are showed.
