How long does it take ControlD to effect a change?

All of a sudden Bluesky social network https://bsky.app/ and cdn.bsky.app stopped function because they were on the Phishing filter list. I added rules for these two items to be bypassed and did a ipconfig /flushdns on Windows10 here but I still could not connect. I tried unselecting the Phishing filter and deactivating Control D via the Profile Disable. It made no difference. I gave up and came back an hr later and could use BlueSky.

My question is how long does it take for any of the above changes to take effect and is doing a ipconfig /flushdns enough to effect this change?
