wifi/airlines captive portals: bypass it on webUI instead of utility/profile?

I understand that the captive portals are coded into the DNS profile when installing onto iOS.

Also understand that if using the utility (iOS/MacOS) that the utility with automatically update the captive portal list automatically. (random question: does it auto-update this list on iOS if one infrequently opens the utility app)?

QUESTION: couldn't this functionality be added as a service/filter on the website so it bypasses these captive portals and is updated automatically? I ask this cause preferably I don't use the utility or DNS profile... ideally I'd like to add the DNS resolver directly into Adguard as a Custom DNS so it's all in one spot, since I have to use Adguard anyways to clean up the DOM.
