Echap (French) has a blocklist on GitHub that maintains a list of stalkerware and watchware apps, their websites and domain/IP command & control (c2) servers. Stalkerware are apps that allow an abuser to hide the app on a victim's phone, so that the victim has no idea that their phone or computer is being monitored. Watchware is similar, but they can't be hidden and so they are not viewed the same way as stalkerware. Coalition Against Stalkerware has more information.

They mention in this issue about reaching out to potential users. Quad9 and AdGuard DNS already use it. Control D is mentioned, but they don't say if they have reached out to you yet, so I decided to request it here in case they haven't. You may be able to leave a comment in that issue if you're interested. Maybe you could incorporate them into your own filters?
