Custom Block Page not displaying right away?

I have been trialing Control D with a Custom Branded block page on a few systems, and so far I have noticed that the block page does not always come up right away. First I get the "Your Connection is Not Private" page and then if I click Advanced, Proceed (something my end users will not do) I see the block page

Is there a way to resolve this?
