Branded custom block page

I would like to understand, when a site gets blocked, why it's getting blocked. For example, "this site is blocked because this website contains pishing" to know exactly which rule is blocking to the site.

Regarding the need to install root certificate to be able to show the block site, I just want you to know an example that I had access to the block page , before controlD, I was using openDNS, very simple, but somehow, they are able to load the block page on all the devices of the network (it was installed in the router).

And I have no idea how they can do that, but I would appreciate if you please take a look on their method of blocking, to be sure why we have to install the certificate, maybe they just use HTTP, I really don't understand very much about this kind of tech. What if we need to install a certificate only in the router and it could work on every device connected?
