What is the URL for DNS querying?

Quad9's DNS Query works like this:

https = protocol

:// = scheme separator

dns = subdomain

quad9 = domain

net = top level domain

5053 = port

dns-query = path

?name=www.example.com = a url parameter and it's value

how exactly does this work for controld? Thank you!
